Anaheim ADU rules
Anaheim permits accessory dwelling units under California's ministerial, by-right framework — detached, attached, and conversion ADUs, plus a junior ADU — so a conforming application is approved without a hearing and within the state's 60-day deadline. A single-family lot can generally add one ADU plus one junior ADU; state law bars an owner-occupancy requirement for standard ADUs, while a junior ADU still requires the owner to live on the property.
Under the city's standards (Anaheim Municipal Code Section 18.38.015), a detached ADU is generally allowed up to 1,200 square feet, an attached ADU up to 50 percent of the primary dwelling or 1,200 square feet (whichever is less), and a junior ADU up to 500 square feet within the existing home. Detached units carry reduced four-foot side and rear setbacks, and no additional off-street parking is required when the unit is near transit, among the state's common exemptions.
Anaheim's signature offering is its ADU Express Program: for an eligible new detached ADU, a homeowner can use a state pre-approved (prefabricated) plan that California has already designed, reviewed, and approved, allowing same-day permitting at no design cost.
