Los Angeles ADU rules

Los Angeles follows California's statewide framework, under which a conforming accessory dwelling unit is approved ministerially — without a public hearing or discretionary review — and the city must act within 60 days of a complete application. Most single-family lots can add one ADU plus one junior ADU (JADU), and the city permits detached units, attached units, garage or interior conversions, and JADUs.

State law bars an owner-occupancy requirement for ADUs permitted on or after 2025, so an owner can rent both the main house and the ADU; a junior ADU still carries an owner-occupancy condition. Detached ADUs are generally allowed up to 1,200 square feet, and no additional off-street parking is required when the ADU is within a half-mile of transit, among other common exemptions.

Los Angeles is best known for its ADU Standard Plan Program, run through the Department of Building and Safety: private architects pre-clear complete ADU designs for code compliance, so an applicant who picks an approved plan faces a much shorter plan check that covers only site-specific items. The city even offers a free standard plan ('YOU-ADU') at no design cost.
