Vermont's 2023 HOME Act (Act 47) expanded and standardized statewide ADU rights: municipalities must allow at least one accessory dwelling unit on lots with a single-family home wherever residential use is permitted, and may not ban them based on bedrooms or on size up to the greater of 900 sq ft or 30% of the home.

The HOME Act also requires duplexes wherever year-round residential use is permitted, and up to four units on standard single-family-sized lots in areas served by municipal water and sewer.
