Utah's HB 82 (2021) makes an internal accessory dwelling unit — one within an existing single-family home — a permitted use in most residentially zoned areas, so cities generally cannot require a discretionary hearing; cities may exclude internal ADUs from a limited share of residential land.
Utah has not enacted a statewide duplex or middle-housing upzoning mandate; most middle-housing zoning remains local, with the state acting mainly through moderate-income-housing planning requirements.
