Residential construction in Puerto Rico is permitted mainly through the centralized Permits Management Office (OGPe), which processes applications digitally via the Single Business Portal; larger autonomous municipalities (San Juan, Bayamón, Carolina, Ponce, Guaynabo, Caguas) run their own delegated permit offices.
No statewide-style upzoning mandate; residential density is governed by the territorial joint permit regulation and, in larger cities, by delegated autonomous-municipality permit offices.
