Hawaii has no statewide zoning — its four counties control land use — but the 2024 law Act 39 (SB 3202) now requires every county to allow at least two accessory ('ohana) dwelling units on residential lots, with implementing county ordinances due by the end of 2026.
Act 39 was originally a broader 'missing middle' bill but was narrowed to accessory dwelling units before passage, so multiplex and small-lot reform remains county-by-county.
